BOARD OF SUPERVISORS
MINUTES - JANUARY 26, 2010

The Scott Township Board of Supervisors met on the above date in the Municipal Building, 350 Tenny Street (Espy), Bloomsburg, PA. The meeting was called to order at 7:00 p.m. and opened with the Pledge of Allegiance to the Flag. In attendance were Chairman Jeffrey Dawson, Frederick Ackerman, Jr., Chris Brewer, and Donald Coleman. Also in attendance were Solicitor C. Brian Crane, Maintenance Supervisor Mark Koons and Secretary/Treasurer Eric Stahley.

QUESTIONS FROM THE AUDIENCE
None appearing.

APPROVAL OF MINUTES
Minutes of the January 12, 2010 meeting were presented for approval. Mr. Coleman made a motion to approve the minutes as presented. Mr. Ackerman seconded and the motion carried 4-0.

APPROVAL OF BILLS TO BE PAID
The General Fund bills to be paid were presented as check numbers 10442—10466 for $29,831.56. A Liquid Fuels Fund bill to be paid was presented as check number 1362 for $1,515.25. In addition, Park Board Fund bills to be paid were presented as check numbers 464—465 for $223.11. Mr. Brewer made a motion to approve the bills to be paid, totaling $31,569.92. Mr. Dawson seconded and the motion carried 4-0.

SUBDIVISION & LAND DEVELOPMENT
The Larry and Susan Krum Subdivision was presented for approval. Township Engineer Todd Pysher of Pysher & Associates reviewed the plan in a letter dated January 20, 2010. The County Planning Commission has reviewed the plan. The Township Planning Commission has reviewed the plan and has recommended approval with the waiver and conditions listed below. Mr. Brewer made the motion to approve the Subdivision with the waiver that the stormwater 10-year post development peak rate of runoff be discharged at the 2-year rate, and with the following conditions:

  1. Provide a Letter of Credit or some other financial security approved by the Township Solicitor,
  2. Provide proof of an approved NPDES Permit,
  3. Provide a Developer’s Agreement, and
  4. Provide as-built plans.
Mr. Coleman seconded and the motion carried 4-0.

The Independence Honda Add-on Subdivision was presented for approval. Ted Oman, PLS, was present on behalf of the applicant. Mr. Pysher reviewed the plan, and had no review comments due to the minor nature of the Subdivision. The County Planning Commission has not complemented its review of the plan as of today. The Township Planning Commission has reviewed the plan and has recommended approval with no conditions. Mr. Brewer made a motion to approve the Subdivision pending receipt of a review letter from the County Planning Commission. Mr. Dawson seconded and the motion carried 4-0.

OLD BUSINESS
Mr. Stahley stated he is obtaining electric rates to compare from various companies. He is waiting for a price quote from Chamber Choice, and will provide a report at a later date.

NEW BUSINESS
Mr. Dawson presented a copy of the Firefighter’s Relief Association Audit. There were some minor findings, however, some findings from last year’s audit report have been addressed and corrected.

Regarding the update of the Township radio system, Mr. Stahley stated he contacted three companies to get price quotes. One company did not return his e-mail, and one company said they were not interested. The third company was Keystone Communications, who quoted a price of $5,904.50 for all the radios and installation. Mr. Dawson asked if that price included reprogramming any of the existing radios and portables. Mr. Stahley said it did not specifically state that in the proposal, but it should. Mr. Stahley was directed to make sure that reprogramming the existing portables was included in the price. Mr. Coleman made a motion to purchase new radios through Keystone communication for $5,904.50. Mr. Dawson seconded and the motion carried 4-0.

Mr. Stahley presented the Liquid Fuels Fund audit report for 2008. There were no audit findings.

Mr. Brewer made a motion to adjourn the meeting. Mr. Coleman seconded. Motion carried 3-1, with Mr. Ackerman dissenting. Meeting adjourned at 7:43 p.m.
