BOARD OF SUPERVISORS
MINUTES - FEBRUARY 9, 2010
The Scott Township Board of Supervisors met on the above date in the Municipal Building, 350 Tenny Street (Espy), Bloomsburg, PA. The meeting was called to order at 7:00 p.m. and opened with the Pledge of Allegiance to the Flag. In attendance were Chairman Jeffrey Dawson, Frederick Ackerman, Jr., Chris Brewer and Donald Coleman. Also in attendance were Solicitor C. Brian Crane, Police Chief Raymond Klingler, Maintenance Supervisor Mark Koons, and Secretary/Treasurer Eric Stahley.
QUESTIONS FROM THE AUDIENCE
James Hollister, Assistant Vice President of External Relations for Bloomsburg University, informed the Board that BU has hired the firm of Brailsford & Dunlavey to perform a housing study. The BU Foundation owns 64 acres within Scott Township. Part of the study will address this parcel. Mr. Hollister stated that eventually the parcel would be developed in some way, not necessarily student housing.
APPROVAL OF MINUTES
Minutes of the January 26, 2010 meeting were presented for approval. Mr. Brewer made a motion to approve the minutes as presented. Mr. Ackerman seconded and the motion carried 4-0.
APPROVAL OF BILLS TO BE PAID
The General Fund bills to be paid were presented as check numbers 10467—10485 for $8,049.98. Liquid Fuels Fund bills to be paid were presented as check numbers 1363—1364 for $1,848.86. In addition, Park Board Fund bills to be paid were presented as check numbers 466—467 for $66.64. Mr. Coleman made a motion to approve the bills to be paid, totaling $9,965.48. Mr. Ackerman seconded and the motion carried 4-0.
APPROVAL OF MONTHLY REPORTS
The January Budget, Police, Roads, Treasurer’s, Tri-County COG IBC, and Zoning Reports were presented for approval. Mr. Coleman made a motion to approve the reports as presented. Mr. Brewer seconded. Motion carried 4-0.
OLD BUSINESS
Regarding the County stop sign replacement grant, this provides for 50 stop signs that need to be replaced.
Regarding the Lion’s Gate Central Road improvements, Mr. Crane stated he, Gary Norton, Don Coleman, Mark Koons, and Eric Stahley met recently to answer Mark McIntyre’s request for clarification on who is responsible for Central Road improvements. Mr. Crane stated the plan approval conditions set forth who is required to care for which improvements. The Township is responsible for the macadam and striping on Central Road. The Solicitor has sent a letter to Lion’s Gate legal representative explaining this. All other improvements are the responsibility of the developer.
Regarding the 2010 Ford Crown Victoria police car, Chief Klingler stated he and Mr. Coleman picked up the car, but it needs the decals, radio, and lighting installed. The Board discussed selling the oldest cruiser but decided to replace the Maintenance Department’s Crown Vic, which has the highest mileage. Mr. Stahley will advertise the sale of the Maintenance Department’s Crown Vic.
NEW BUSINESS
Mr. Stahley reminded the Board that there would be a hearing at the February 23 meeting to consider two zoning change requests.
Regarding the volunteer firefighter Worker’s Compensation coverage resolution, Mr. Stahley will check with the Township’s insurance carrier to see if a resolution is required.
Mr. Dawson noted the completed grant application to obtain recycling containers for the parks.
Mr. Brewer made a motion to adjourn the meeting. Mr. Coleman seconded. Motion carried 4-0; meeting adjourned at 7:21 p.m.
